eLearning effectiveness across cultures

A dialog in the Internet Time Community is growing out of these issues:

eLearning now goes beyond fixed courses to incorporate communication and collaboration, yet feuds between open and authoritarian cultures challenge the operation of the internet itself. Is eLearning similarly challenged?

How well do social networking tools work in societies stratified by gender, class, or wealth? What are the opportunities and pitfalls of global approaches to learning?
